Sorry? Why do you consider an undiscovered character unoriginal? He's the God of every jutsu, just wait until he'll be shown. He could stop Sai at any point in life at any category.

The most original is Tobirama, Hashirama, Gaara, Nidaime Mizukage, Konan, Kimimaro and Rikudo obviously. Especially Tobirama. Everyone just copies off the guy. Normally I'd say the most unoriginal is the one who copied a thousand jutsus, but that in itself is unique in a way, plus he doesn't even use those techniques. He uses his oroginal Raikiri more. Most unoriginal is Sakura for being a carbon copy of Tsunade. Konohamaru is also unoriginal and a pathetic copy of Naruto, but he is but a child and he isn't even relevant. I'm hesitant to put bloodline shinobi on this list unless it's unique to them, though in a case like Sharingan were each develops unique techniques, I guess this is mitigated.
