First I ask you what do you mean by saying loyal...?
I have seen the poll results ... But One think that I noticed in manga and of course in video there are one or many times naruto,
Neji ,Kakashi ,Juugo,Shikamaru ,Naruto ,Kabuto ,Shizune ,Jiraiya all ignored their superor orders .... Keeping that in mind Shikamaru/Neji should be most loyal among those.
