Most badass? Hats off Madara.

most intimidating? Kaguya.. ever seen your mom angry? especially when he face is super cold and straight? yeah man that's the calm before the storm. She's intimidating as hell. If Kishi would've never rushed her, or knows how to do a fight properly, then yeah most of people will agree that she is the most badass and most scary as hell but nope. lets give her less than 20 chapters.

Thus madara is the most well developed villain thus the most badass and the scariest.
