You fool! Frieza ruled the universe for such a long time destroying so many Planets with one finger. No other villain ruled more than him he was the most famous. Frieza was feared by everyone. He was untouchable in his time. He still wanted to be immortal even though know one could even touch him kid. Frieza just relishes death and destruction.

Naraku was simply evil. He fed his soul to demons to become what he was and then acted solely out of self interest and ended up killing both inuyasha and kikyo. Aizen had no disregard for life and was evil, but he acted in a way that he thought was best because he didn't want to subjugate himself or anyone else to the soul king. Orochimaru is also very evil. All of the DBZ villains are kind of cheap. So overall, I may have to say naraku.

Cooler was a boss aswell. He destroyed hundreds of planets and he is stronger than his brother but Frieza ruled the universe longer than any other villain....Frieza is #1
