Shikimaru went from a slacker to become a general of the Shinobi Alliance and later a key adviser to the Hokage and the Alliance. Most development by far

I'd debate Shikamaru's road to maturity is more gradual and better explored than both Naruto and Sasuke.

I don't even think you could debate that. Shikimaru is the most explored and relatable character in the series. Starts off as an underachiever. First to be promoted to Chunin solely based on his potential. Loses his mentor. Loses his father. Forces him to keep progressing as a leader. Achieves high praise for his abilities, despite not being particularly strong or powerful. He, along with Zabuza, are pretty much the only true ninjas in the series

Right? He grows into responsibility so well, starting with him getting his friends hurt post-Sasuke mission. He becomes his father in a completely realistic way. He spends the series hating commitment and slowly grows into it so naturally you don't even notice it happening. Along with the Hiden novel and Boruto movie, where we see him as a committed Father, husband and Leaf higher-up and he LOVES IT.

Shikamaru and Shikaku are insanely human characters in a series of stereotypes and it's insane he doesn't have more fans. Some of Kishimoto's better writing. I absolutely agree, though Obito I would tie alongside him- his progress is just not as well paced as Nara's. Shikamaru was the main character of a better Naruto series.

No he definitely changed view wise

ONE self-imposed realisation is not development. Gary Stu Uchiha had one regret in trying to do everything by himself and not placing more faith in Sasuke.

It's still only one moment of change. It isn't even subtly done, Itachi just comes back and is instantly regretful and learns his lesson in no interesting way whatsoever in true Gary Stu fashion.

man , just tell me , what kind of character development did Naruto and Sasuke got in the first place ,

Naruto kept dogging Sasuke the whole series despite that Sasuke tried to kill him the one he loves and tried to destroy his village

and Naruto simply just loves him so much , for literally no reason at all

and Sasuke was acting like an ******* the whole series

I forgot Bobito was part of team 7.
I guess Shikamaru is most developed character since he was lazy at the beginning where he ends his match with Temari because he doesn't have enough chakra and now he is one of the most important guys in konoha.
