It's Zoro without a doubt but there are times when Luffy proved to be better but in general Zoro is more badass than Luffy.
Sanji also has his own movements and I'd personally put Usopp's Sk movements over anything else.

I already said the reason but i can say it once again. He isn't acting 24/7 as a badss, but when the time has come and he has to, he does it better than anyone else.
Few examples:

Meh it just depends on the situation , but those 2 top any other SH in being badass imo
Like Luffy punching the CD, I don't think Zoro could have done it any more badass, on the other hand when Zoro took Luffy's pain how he stood there covered in blood 'nothing happened' is not something Luffy could copy aswell
I love those vain popping faces aswell, luffy def looks more badass in those

I love when Ussop steps up, but Zoro is 100% badass 24/7 so u dont even have to mention him, then Luffy can go like 120% badass at times so those too r too badass to comprehend hence Ussop who is badass to an apprehanceble degree gets my vote.
