i personally think that it is sasuke
i have no reason to believe it is tobi because he was 1st portrayed as a villain in the 348th episode of the naruto story ,
it may be kabuto because he suits the part , hes been plotting and manipulating tobi to get what he wants

but for me its sasuke because he is simply the polar opposite of naruto , also because he isnt superior to naruto but similar in strength and would make a great finale "NARUTO vs SASUKE"

The beauty of this manga is that there was never only one villain it was garaa and other villages and orochimaru, then orochimaru and akatsuki now tobi and kabuto.

When one of the villains storyline ends or is defeated then the other begins.

Now the main guy is Tobi he is pulling the strings. Once he is defeated we will know the true intentions of kabuto and he will be the main villain.

Shippuden has revolved all around akatsuki from the begining and tobi has been ordering them around, since the beginning.

he was just revealed as the "mastermind" late in the series. Kabuto is just... hmm. Lets just say an assistant of an ex-member of Tobi's team who grew to power and sasuke hasnt really done much lately in the manga. By that i mean a page or two of him sitting around or standing... still enough to get the sasuke threads hot though xd

Sasuke isn't a "villain" he is more of an antagonist. Naruto is going to save him with love and bring him back. That's the purpose of the show.
Also I don't think that Tobi is going to be the final villain. There will have to be something go wrong with his plan and sasuke will have to help naruto
