That has always been my question, i really don't know. Because they are pirates, and pirates are considered bad, but the world government is "evil" in a sense. Blackbeard is also a villain, i guess pretty much anyone who goes against Luffy and his platoon.

One piece is called a masterpiece for this reason, its complex in the bad and good guyz, u find them mixed together but in every arc there is one guy and or organisation that can be labeled antagonist as for final arc villain, thats a mistery but contenders are Akainu, Kurohige, World Govt(Leaders maybe Gorosei or like the prime WG leader). In simple antagonist r guys who go agnaist Luffy.

Anyways the main antagonists are the world government (Marines, warlords, other sections of the World Government) and the four pirate emperors (Blackbeard, Big Mam, Kaido, Shanks)

Not really. They are the leaders of the World Government, but OP's villains aren't limited to the marines and Cipher Poll.
