Who is the leader for filler Akatsuki?

In canon we know Madara plan to comeback through Obito or Nagato that's why Akatsuki is established but let this real this is tsunade dream we talking about from Jiraiya tales. If Jiraiya still counter the idea of Akatsuki and living uchiha+Minato then who is really the team leader, at first we though it was Hizashi but is just end Edo that hired them to do some work. So literally Akatsuki leader in this filler did not interested in tailed beast?

I believe they are interested in destroying the world by releasing som sort of power without the Tailed Beast, but don't get me wrong, maybe they are still hunting for them.
