Lets look at their top disciples and then decide.
Hiruzen- Oro Jiraiya and Tsunade. Three legends all kage level. Pretty damn good.
Minato- Kakashi, Obito, and Run. Ones a kage candidate. One is about to destroy the world. Ones dead. Well at least 2/3 are strong.
Kakashi- Naruto, Sasuke, Sakura. Again 2/3 aint bad.
Orochimaru- Anko and Sasuke. Ones a jounin the other is uber strong. At least neither of them are useless.
Jiraiya- Naruto, Minato, Nagato, Yahiko, and Konan. Wow.
Can't argue with Jiraiyas results.
