Madara is.
He was able to travel through space/time without using hand signs or summonings. Making it more advanced then Minato's. I'm pretty sure space/time require a lot of speed.

In terms of actual speed and not a tech to teleport I think Sage Naruto displayed incredible speed especially when he took out Asura Pain with his rasengan.
