Who is the fastest character?

Base speed? As in they can physically move themselves, using like, their own body and not techniques? Naruto.
Any type of speed, including teleportation? Minato and possibly the 2nd Hokage but we don't really know much about whether his technique is the same or different to Minato's.

He's using his jutsu to travel through space and time to get through a place quicker.
Just how Ay uses his chakram v1 and v2 to acquire faster speed.

This "physical speed" debate is getting very boring... minato is not as slow physically as some believe... In fact in the split second when Ay attempted to speed blitz him his kunai was at his waist. In that split second, when Ay was 1 inch?? away from his face, he threw the kunai up to face height, please make a note of how kishi EXPLICITY shows it in the manga.
Physically Minato base speed is greater than V1 Ay and V2 possibly??
And Raikage did know the secrets behind the technique, as him and Minato fought periodically.

There has been speculation as to whether Ay was using V2 or not but I am inclined to believe that Minato base speed > Ay V1 speed
