Basically, people who can't make good strategies, have a dumb home life, use the sexy technique, look directly at sharingan even though they know the sharingan's powers, other stuff like that.
I think...
1: Tobirama, because he screwed up the world, the leaf village, and trained danzo.
2: Tendo Path, he never uses strategy, just reject, reject, reject, reject...
3: Naruto, Just look at his failures in strategy, that he only makes up for with each of his new OP techniques. Also, it took him over a month to learn his element with 1000 clones, while it only takes a year for shikamaru to learn it by himself.
