Probably Kabuto.

Still, in all honesty, ninja fights aren't supposed to be fair battles - people are trying to stay alive, so cheating is just being wise.

Madara: took Izuna's eyes, Hashirama's cells, Zetsu's arm, and the juubi
Kabuto: took the powers of sound5 and Orochimaru.

Madara on top (EMS, Sage Mode and of consequence Nature energy, Hashirama's cells, the Juubi), followed by Kabuto (ET, the sound 5 abilities), Naruto (Kurama, Bijuu's chakra, nature energy, Hagoromo's chakra), Sasuke (CS, EMS, Bijuu's chakra). The list goes on.

Madara.

Took Izuna's eyes and Hashirama's cells. Technically took the Juubi since the Bijuu were in one place when he was revived unlike Obito who had to actually work for and capture the beasts via the Akatsuki.

Close second is Kabuto.

Borrowing to take and use (something that belongs to someone else) with the intention of returning it.

Two completely different concepts.

At the very least Kakashi does. Everything that he got from obito had to be returned.

He deserved their chakra unlike Uchihas.

Of course he did. He's the goody-goody protagonist whose way to power is cooperation and leeching off powerful beings via FnJ. SM was a nice legitimate power up, but he used it by itself like twice. :|

OT: OP, this is an extremely biased thread. You say we can't say Kabuto and Madara because they have other powers they obtained on their own merits.....

...You do realize that both Sasuke and Naruto....and everyone else has done the same thing right?

Kakashi created Raikiri Blade
Naruto Created Rasenshuriken and it's variation given an incomplete jutsu developed by his father. He also obtained Kage Bushin himself as well.

Sasuke Developed Kirin under Orochimaru's tutalage.

I'm sorry but stolen or not the biggest borrowers/thieves are Kabuto and Madara, littleraly half their arsenal was actually borrowed or stolen from someone else. XD
