Who Is the Better Villan: Nagato/Pain or Obito?

Which in your opinion deserves the title? Is it Nagato, the one who believed pain was the answer to peace, or Obito, who thinks that the only way the world can be perfect is by everyone obeying his every command?

Pein/nagato knew real PAIN and all they ever wanted was true peace. So I don't call him evil rather I disagree with his choices, obito is more suited to be a villain even though he is very similar to nagato/pain
