Lee easily. He's the second best taijutsu user in naruto behind only gai
Everyone saying Lee should re-read the manga, he might be specialized in taijutsu, but that doesn't automatically mean that hes better than Sasuke. + sharingan will predict all lees moves.

Its hard to beat a skilled sharingan user at taijutsu, only because the eyes help see movements beforehand. Imo, only incredibly fast, strong, and or smart shinobi can compete against the hax of the sharingan.

-Naruto (SM, KM, or BM)
-Gai (n gates)
-Lee (n gates)
-Kakashi (sharingan + speed)
-jiraiya (SM)
-Kabuto (SM)
-Nagato (for obvious reasons)
-Bee
These are the shinobi we have seen fight against the sharingan in taijutsu, or have shown that they have skill to compete against them.
Now to answer you're question..... If lee uses his gates, and loses his weights; Sasuke would have to resort to his MS techniques. This is because in that situation, the taijutsu battle heavily favors lee. Why? Because we know the sharingan has trouble tracking high speed, and this problem is further complicated by the reactions of the user.
Sasuke had trouble keeping an eye on A because of the intense speed he was moving at, he understood he would be unable to react quick enough tpo dodge, so he countered by shrouding himself in amaterasu.
Lee wins in taijutsu, Sasuke eventually wins cause he has more to offer in the fight.
