OT: Kabuto, easily. He's been successfully spying on the 5 Great Villages and Akatsuki his whole life.

u dnt understand that zetsu can be undetected, if im not mistaken kabuto has been caught and chase out of villages whiles spying when his childhood flashback was going on, zetsu as never been caught while on espionage missions...i knw u like kabuto but he is a human and has human flaws and because has been detected, zetsu can damn near be anywhere he wants since he is connected with the earth and his clones

HS said it right here , it should be obvious really , but of course , since Zetsu has been around the spotlight lately & was called a spy , it's only natural for people to jump on his bandwagon .

spying is easy for zetsu since he can do so many things that fit espionage, sure kabuto has been spying for how many years , probably half his life and he is in his 20s now we knw zetsu has been around for way more years than that...kabuto has been caught while on espionage missions, zetsu cannot be caught on espionage missions

Zetsu can be easily undetected and cannot be sensed unlike Kabuto. Zestu can spy more conveniently in my opinion, he can also be one with the ground and be on walls and floors undetected unlike Kabuto who has to blend in and take time to earn trust.

Kabuto easily gets the most information. Zetsu is sneaky and all but spying is also getting info.

Zetsu's just a spy for madara, All the information it has is madara's. Zetsu just hides and stalks people, It doesn't do research like kabuto or orochimaru does. Also it's not even a person...
