too bad she have to be shit on to make other kages look better

Even the Man Kishimoto himself admitted that writing female characters is not his forte.
you know i'm quite upset about that. when you know your faults why don't you improve it? repeating the same stuff over and over does not make it any better

I'd say Tsunade. She actually had a story and has had major development. Her character is also humane with many flaws and perks.

I'd say Tsunade, and as much as I hate her, Sakura. I think my reason for saying Tsunade is obvious, so I'll move on to Sakura. Sakura has progressed more than ppl give her credit for. She started off as a nobody from a no name clan who used to give up easily and had no particular talent. She was expected to stand on par with the famous Kakashi of the sharingan eye, an Uchiha, and the son of the 4th hokage. She was a completely useless burden on the team ad instead of giving up, she saw that and did something about it. Now she's a pupil of the 5th hokage and harnessed the one thing she had going for her (chakra control) into a weapon and tool for healing. She may not be on god level with Sasuke and Naruto, but for a worthless nobody from a no name clan, she had done pretty darn well for herself. She no longer gives up easily and has grown less selfish, as we've seen with the fake confession (yet, it was a dastardly thing to do, but her intentions were pure.)

Konan is cool and all, but all she ever did was blow in whatever wind Yahiko and Nagato blew. When they were good, she was good. When Nagato turned bad, she turned bad. When Nagato become good again, she became good I mean give me a break. Does she even have a moral compass of her own or are Nagato and Yahiko her compass?!

I believe that Tsunade is the best written. Then I would probably put down Sakura as second.

The female character are not very good written in Naruto. Konan is best written female, but still not as good as some male characters. Kishi is sexist.

No, the audience being targeted by Naruto Manga is Young Males...you are just lucky Naruto females aren't just fanservice

Anko and Temari are my fav gals, but I'd probably go with Tsunade on this one. She did have her story arc, after all.

Shout out to Ino for blossoming beautifully as well.

Konan. how is she a well written character? What depth of character does she display. She was a flat character whose only real ambition in life was to serve as Nagato's aid. And when Nagato died, she continued that role in her battle to the death. There is nothing that makes her noteworthy in and of herself.

Hinata is another poorly written female character, significantly worse than Konan. She just spends most of her on screen time, fanboying Naruto, stalking Naruto, thinking about Naruto, and sometimes trying to protect him. If Konan revolves around Nagato, Hinata's character is only a character in so far as she is worshipping Naruto all the time.

Tenten could have been a good character but no screen time. And it's a little hard to take her seriously recently (I mean within the way kishi has written her in the war arc)

Ino a girl who still has feelings for Sasuke after he went rogue, attacked the gokage summit, and killed the hokage candidate. She too though suffers from severe lack of screen time. But she's characterized by three things: her adoration of Sasuke, her rivalry with Sakura, her sarcastic nature toward other males

Mei Terumi - not the worst female character, but still not good. Her constant obsession over looks and getting married seem to undermine anything else she really has going for her. Add to that she seems to be the most weak willed of all the gokage.

Sakura Haruno- Sakura is part one was just awful. Her sob story of having too big a forehead, and her rivalry over sasuke was sickening. Her constant whining throughout part one was painful, to observe. And her overly critical nature of Naruto. Sakura part 2 though is better. Why she is still trying to catch up to Naruto and Sasuke, poor girl she stands no chance, she no longer whines about it. her temper seems a bit more rational than it used to. I would say that Sakura has probably been the most maturing of female characters. Inner Sakura, made a single appearance in part 2 because Sakura has learned how to speak her mind and not to be a push over. Though there are still many faults to find in Sakura. At this point she's probably neutral on the scale if that. Trying to recover from the shit show that was part 1 Sakura is a tough task.

Temari- She's not bad, she's intelligent, and tough as nails. But that's really all you can say about her.

Tsunade- imo the best developed and most well written female character. Her backstory is interesting and relatable. She comes into the show a complete female dog. And by the end of the sannin showdown we see her softer side. When Tsunade cries it's not the same immobilizing cry that Sakura gets. The first Tsunade cried, directly after she wiped her eyes and launched an attack. When Jiraiya died, she held herself together long enough to keep a strong face as hokage, before crying. She cries at appropriate emotional times, not at complete inopportune moments. But Tsunade is also characterized by her short temper. Though that is true, Tsunade keeps a good handle on her temper. She's tough as nails and her cardinal attribute seems to be love, love of the village and its villagers. Unlike Konan and Hinata and Ino because Tsunade has been alone for so long she's not constantly revolving around a guy. Granted, she lost guys in the past and lost her bestfriend, those are not things that define her as a character. Unlike Mei, though Tsunade is old and unmarried, she doesn't constantly harp on the fact that she is single and in need of a man in an alter, and doesn't have the inappropriate trait of flirting with her enemies. Additionally, we all know her to be strong willed. Unlike Temari, Tsunade has seen great amounts of development. And while her boobs are the most apparent part of Tsunade, she pays little attention to their size. Tsunade seems to behave like a real human. She wants to be a slacker sometimes, but she has a job to do and she does it in order to keep everything in working order. She has a temper but still compromises within reason to achieve the best possible result. She goes out drinking with her buddies. She's attached the people that she knows. And she is willing to put her life on the line to protect what she loves.

I can't believe people are really saying Hinata :|

Tsunade by a long shot, then comes Sakura.
