Tsunade hands down because:

Boobs > Everything else.

Really maybe best drawn could be Konan but not best written.

I'd say Tsunade, Sakura and Ino are all well written. To a point. There was a time. Kishi didn't know what to do with Sakura so she was relegated to damsel in distress but she's been quality this entire war arc.

It's Konan. But then again we didn't see much of her and the only reason we got to know about her backstory is because we were learning about Nagato's and she happened to be a part of it.

Out of the ones in the story...Sakura I guess.
