Shinobu Sensui, the dude is a genius and had so much complexity to him. His death speech was amazing and sometimes I wonder if there will be ever a shonen villain that I find better than Sensui.

Meruem > Sensui IMO.

Meruem was just as complex if not more. But he was also fun to watch, something Sensui lacked. And he was also much more menacing.

Meruem had better characterization but Sensui to me was the better villain.
