2. Kakashi
3. Shikamaru
No one else has shown anything that comes close to them. Kakuzu may have a case.

Shikaku is all-around a genius when it comes to battle planning, whether it be before heading in to a battle or coming up with something on the fly.

Kakashi's all about the spur of the moment. Able to come up with the most brilliant plans in the most dire situations.

Shikamaru is following in his father's footsteps, but isn't quite there. He will eventually surpass both Kakashi and his father though.
