In terms of actual swordsmanship, that would be Bee. Considering that sasuke only uses his sword as a side weapon, and that teleportation, Lightning and giant chakra avatars are not swordsmanship, sasuke isn't the best.

Adult Sasuke, definitely.

Since he lost an arm, his sword became an extension of his body. I'm pretty sure his skills with his sword improved after he lost an arm.

And I'm telling you again. Strength has nothing to do with sword skill which is what we are talking about. Take sasukes sharingan away and put both of them at equal chakra and if you base it off of sword skill alone bee wins.
