Although kirin is the most powerful lightning attack in the manga, it can't be spammed unlike the 3rd's hell stab. Overall Sasuke is the best lightning user in the manga.

Also I see Kakashi being sort of underrated here. He has lightning clones, lightning chain and raikiri all of which are deadly moves.

Yes we all know that sasuke has kirin which is decided about if the weather but im other term of ration justu,kakashi is more better than sasuke
