Kabuto. His story really moved me. Even if he was acting under oro, he is quite a complex and interesting character. Also kabuto accomplished a lot in a short amount of time and takes the title of best spy ever.

story wise kabuto is definitly better, we got a good backstory and a real character development, from the one who co-started this war to the one that saved one of the mains char.
as a vilain i'd say oro, but we still have to know a lot about him.
