Probably gaara or mei because raikage has one hand doesnt help if your mainly a taijutsu user oonokis back is gone out tsunade has a good defense but shes too slow wit too few offensive techs

So i suppose the question really isn't who the strongest is, but who has the greatest potential to be the strongest! And if you look at it that way, Mei and Gaara undeniably have the most potential because despite being the youngest Kage who lack battle experience, they are nonetheless comparable in skill to the more senior Kage.

Let's just take Onoki out of the equation when comparing skills sets because neither Mei or Gaara has 1/10 of his skills.So saying Mei and Gaara skills are comparable to Onoki's would be a joke.

A(Raikage) is mainly a taijutsu fighter so his skill sets isn't that impressive.But it would take Gaara and Mei decades to reach his level of power, speed, and tail beast level chakra which I place above Gaara's sand and Mei's kekkei Genkais.

Tsunade - Her healing abilities far outweights anything Gaara or Mei has.The level of skill and intelligence it takes to to create a jutsu which heals your body the instant it's attack goes beyond anything Gaara are Mei have shown.The same with her chakra enhanced Strength.


My personal opinion, neither Gaara are Mei has shown anything to suggest they are comparable in skills to the other kages.For the must part, the battle between Madara in the Kages has been really a battle between (Tsunade, Onoki, A(Raikage) Vs Madara.Gaara and Mei are mainly the support team, to the main battle unit of Ono-Tsu-A.And that is to be expect because Gaara and Mei didn't have as many years as the others Kage to develop their jutsus and gain much needed battle experience.

Gaara's abilities are on a different scale to any of the other kage, and he is not even 20 yet.
