who is the best lighting user?

All of them are awesome Lightning users but the best, imo, is either Sasuke as he can use his Lightning Jutsu's and attacks in different ways and Kakashi, who uses them after thinking of a plan/strategies and also is the first Ninja we see who uses Chidori. :3 (Not really relevant.. sorry) xd But the Third Raikage appears to have the most powerful attacks.. (imo) And A and B are really impressive with their Lightning Jutsu's so.. for best.. I can't decide.. gomenasai. ><

Who I believ is the bet will either be between third and Sasuke.

Why I say Sasuke is because of 'Kirin', this jutsu is only CONTROLED by Sasukes Chidori, yet the actuall beast itself is pure lightning. That's why i believe it is more so Sasuke because it's one thing ti create lightning from chakra, it its completely different to control and manipulate pure lightning from the sky's.
Also he manipulated his Chidori in many ways and can do them without the use of hand-seals

I say kakashi because he is the one who actually created chidori( and taught it to sasuke) and mastered it to the point where he cut a bolt of lightning in half, thus making it the lightning blade.

but third is most skillful in lightinig so Darui i believe is out,..
