No1: You have such a limited selection it makes choosing impossible.
No2: I would choose Gaara based on how much he's done at the age of 16 as a Kage. Time-wise, he's been the best Kage of em all.
No3: If I were to pick on how much they did as a whole, I would say Hashirama.
No4: I would say minato made the biggest sacrifices and had the best forsight.
Not a great thread though. You should have put more thought into it.
