Ummm... Minato wasn't the first nor the second choice for Hokage it was actually Orochimaru, then Jaraiya, when Oro proved unworthy (and psychotic) and Jaraiya refused the post (because Oro was found to be psychotic) Minato was chosen. In no way is he the best Kage. Now Oonoki, Hiruzen, Muu, Sandaime Raikage, and Sandaime Kazekage appear to be the strongest. Out of this bunch I give it to Sandaime Raikage, I mean the dude fought an army for three days, WTF!
