Kurenei should be left out because Itachi fodderized her genjutsu saying "That level of genjutsu is useless." And Madara trained OObito to surpress Biju with Sharingan instead of learning himself and skill is not really required just the ability to use sharingan genjutsu and a lot of chakra(Hashiram cells). Users like Itachi, Sasuke, and Shisui have true prodigious skills in genjutsu. If I were to say female it would be that uchiha chick in the Izanami flashback because izanami takes a lot of skill, and preperation to be used strategically in battle considering the circumstances in which it can be used...Kurenei is FODDER...nuf said

please leave danzo out he has shown zero skill in genjutsu besides using Shisui's ability to instantly place a temporary genjutsu that makes the user believe he is in one place when he is really somewhere else(Used on sasuke to take Karin captive), and he fell for sasuke's basic genjutsu twice...LOL

Shisui, it's been stated his EMS allows him to make the victim do anything he wishes.
Also his sharingan allows him to use high level genjutsu, although I'm not sure what they are but apparently he ended up forcing Danzo to use Izanagi.

He never had EMS bro. That and KA does not control your every action, it changes one part of your way of thinking through a single command and it can only be used once a decade. He used a 3-tomoe genjutsu on Danzo, then Danzo used Izanagi and broke out...then he proceeded to neg-diff Shisui with one arm. Shisui wasn't planning on getting fodderized.

ot: Itachi has the best feats and is the only known Uchiha in the manga who can control people from beyond the range of sensors with his genjutsu. It's him.

You could say Kaguya, but then again most people do not include the sage and their descendants, because they were the best at everything, especially Kaguya, considering that at one point she held all the power.
-Shisui had one op genjutsu, but he could only use it once a decade. Other than that he's featless.
-Itachi has the best feats with genjutsu and his entire fighting style revolves around it, he's the only Uchiha shown to cast non-ocular genjutsu, he is the only Uchiha stated to have the ability to control people from beyond a sensor's range, and even w/ his 3-tomoe genjutsu you won't realize that you're in it initially. Itachi is the best genjutsu user. U_U
