Depends on what kind of Genjutsu... There's Izanami, Izanagi, Tuskuyomi,Sasuke's Rinnengan Genjutsu, ma and pa toad genjutsu.

KA. KA is a feat. And KA is stronger than everything you mentioned. Even Itachi admitted KA to be the strongest genjutsu, despite the former having a very powerful genjutsu - Tsukuyomi.

However, Itachi is the most versatile and skilled, and that's what makes him the best genjutsu user overall.

Like I said, it depends on what kind of Genjutsu; the goal one is trying to achieve. The list of Genjutsu I named all work differently, and KA only works good if facing a single opponent; followed by a ten year cool down.. I personally thinks it's way over hyped and the only feat it has on is Itachi... Which he already prove to be a protected of konoha which proves nothing.

I do agree that Itachi is the best.

in terms of a single technique i would go for Shisui with his KA but in general it was Itachi....i am not including IT because it requires the chakra of every biju

He really is, having KA doesn't make him the best genjutsu user. He wasn't able to defeat Danzo which basically confirms him having less skill than Itachi and Sasuke.

Having strong genjutsu doesn't mean having best genjutsu skill. Shisui may have been Itachi's mentor but his skill was clearly below Itachi and Sasuke since he wasn't able to defeat Danzo.

well look at it in this manner...MS develops a technique as per you chakra and heart.....I am guessing shisui was more genjutsu oriented ofr his MS to have acquired a technique of that caliber..since his feats are actually very less i just considered a possibility of him being proficient in genjutsu....otherwise if we look at Itachi he too was a true genjutsu master..look at his battles he mainly relied on precog of sharingan and genjutsus...it almost felt like ninjutsu was secondary to him...still what manga has shown us i will go for Itachi
