I haven't watched a lot of English dubs, but from what I can recall at the moment:
Best male VA (IMO) = Chris Sabat (Zoro/Piccolo)
Best female VA (IMO) = Hmm... Most probably Luci Christian. She does a FANTASTIC job with Nami.
Basically, I like the entire FUNi cast of One Piece
(honorary mention: Andrew Love as Kumadori <3 )
Besides them, Sean Schemmel is awesome. For some reason, I found Kushina's dub voice quite suitable. Mathew Mercer was a fine Levi.
I'm sure that I'm forgetting some other really good VActors...
