Itachi by far.

Tenten is ok
Sasuke is just below Itachi
Hiruzen just uses a jutsu to multiply his.

TenTen Obviously Naruto is pretty good with them also

And he can make fake Shurkiens that are actually clones

Please. 13 year old Itachi has better shurikenjutsu feats than Hiruzen. All Hiruzen does is throw a single one, and use a cloning jutsu. That's not skill.

1) Tenten (she's the weapon specialist, i don't care about feats with this one, the only amount of hype and credit she's got is in this area, so i'll give her the first spot).

2) Itachi (can hit blind spots, something that proved useful even against the Rinnengan).

3) Sasuke (showed multiple times how proficient he is and it was actually an important part of his fighting style in part 1 and during his time as Hebi).

4) Hiruzen (he relies on ninjutsu to make his shurikenjutsu efficient, that's not proper shurikejutsu skill to me).

Itachi. Unless your implying that ten ten or hiruzen can blind rinnegan...
And it's just too obvious. I mean seriously, his kunai are able to challenge the rinnegans linked vision.

Obviously 1010 but after I give it to Sasuke, due to his normal shuriken jutsu being on par with Itachi, plus Raiton, and Chidori Senbon

Tenten IMO. Itachi is pretty good, but Tenten is a specialist.

ten-tens efficiency is every bit as artificial as hiruzens.

...not that this category is to be taken seriously either way

Hiruzen.


It takes skill to actually multiply inanimate objects. Hiruzen could throw three shuriken to his front, left, and right. Then those three would become 3000. So skilled he only needs to bring 5 shuriken with him and he still has 5000. Itachi has to physically carry 50 shurkiens with him to even hope to compete.

If there was a shuriken practice field hiruzen would dominate.
