As far as I know, we're talking about skill and ability with the 3T. Besides, Madara could tell Mokuton Bunshins apart with his Sharingan, no word on how he distinguishes Kage Bunshins, since he had the Rinnegan active when he did that.

When it comes to 3T usage, Madara has only shown genjutsu and precog.

OT: It's hard to categorize them. Madara is the most powerful with a 3T, but he definitely isn't the one that has showed the most proficiency with it, mostly because the others have a lot more panel-time with their Sharingans. Itachi, Sasuke and Kakashi are not far off from eachother in how skilfully they used theirs.

- Itachi one-shotted 3 Uchihas with 3T Sharingans themselves, one-shotted Orochimaru, one-shotted Deidara, was a master of illusions, could keep up the Sharingan for prolonged periods of time.
- Sasuke also used illusions, broke out of Orochimaru's ritual, broke an extremely powerful Mangekyo Sharingan genjutsu with his expertise in 3T, managed to land a hit on V1 Ay.
- Kakashi was using 3T for the most time, used its copying abilities fully (unlike the Uchihas), was keeping up with V2 Jins in the War Arc.

Eh, too close to call, but I wouldn't say Kakashi's the best.

Not counting Adult Sasuke for obvious reasons:

-If we are talking about who used it the best in the Manga, it'd probably be Itachi since he heavily incoporated it's Genjutsu within his fighting style. No one else has used the Sharingan like he has.

-If we are talking about the one with the best 3-Tomoe Sharingan then the answer would obviously be Madara and it's not even close since Madara can do everything the lesser Uchiha can do (copy jutsu, Genjutsu, read movements, see chakra, etc.) but he can also see through every type of clone jutsu with his Sharingan.

-If we are talking about the strongest 3-Tomoe user overall, again it'd obviously be Madara. He surpasses Sasuke, Itachi, Obito and Kakashi in strength, durability, speed, reactions, Ninjutsu scale, almost everything you can name. If I ranked the 3-Tomoe guys according to strength it'd be:

1. Madara
2. Obito
3. Kakashi
4. Itachi

People will want to put Obito far below the rest based on his fight with Kakashi even though:

-Obito was running low on stamina.
-Obito wasn't fighting to win, he was fighting so that Kakashi could spear him through the heart and remove the seal.
-Obito has Mokuton, which may be Yamato level at best but it should make a difference when everyone is restricted to 3-Tomoe.
-Obito=Madara in terms of Katon.
-Obito has a healing factor because of Hashirama's cells.
-Obito's weaponry>Any of their weaponry bar Madara's.
-Obito has perfect Izanagi, that's 20 minutes of invincibility at the most since he has 2 Sharingan eyes.

Outclassed Naruto at the reunion (he was able to get into Naruto and Kuramas psych and shutdown Kurama who was impressed and compared him to Madara)

And of course defeated Itachi who had MS.

All with only the 3T. All your feats shouldn't count after you've awaken a MS because your eyes are still stronger even if its not activated. This should disqualify Itachi, Obito and Kakashi. Which leaves Sasuke and Madara who are supposed to have the best Sharingan types anyway the choku tomoe.

Lets be real from vote 1 up until sasuke faced raikage he had the feats to top everyone else

1.outclassed kyubbi narutos movements
2.defeated 1000 sound ninja (compareable to madaras War feat with 3 tomoe )
3.soloed orochimaru with genjutsu
4.deidara got hit with multiple genjutsu as well as sasuke countering his bombs with his sharingan prowess read the fight
5.sasuke broke tsukuyomi many say its the bloodline thing but it is a feat regardless
6.using only 3 tomoe he countered the raikgae point blank
These feats beat all the other uchiha in my opinion madaras only notable 3 tome feat is war arc soloing most of the alliance using 3 tomoe which was badass but he still ended up pulling mangekyo out itachi has genjutsu feats with it but so does sasuke obito and madara obito honestly hasn't shown many 3 tomoe feats besides wat he did to konan everything else is kaumi and ms

He isn't particularly saying that the tsukuyomi can only be defeated with the same blood as his. He's referring to himself, not the jutsu.

That was basically a upcoming setup for the fight between him and Sasuke.

Sasuke and or Itachi/Kakashi Hebi Sasuke used the full power of his 3 tomoe vs Deidara and had him beat easily if he never wanted info on Itachi. Kakashi well because of hype. And Itachi mostly his antics but he never uses MS unless he need or have to.

If we include adult Sasuke, he is obviously the strongest. Otherwise I give it to Madara. But Itachi has the best genjutsu.
