I'm not underrating him, I'm completely aware of Kisame's Bossness. But He definately couldn't take Tobi, Nagato, Itachi, or Sasori. He's probably about on par with or a little weaker than Oro.

Perhaps a more accurate list would look like

Kisame/Konan/Kakuzu*

Hidan

*I'm not saying there equal, but it's difficult to figure out the order in which these 3 should be placed. Though I'm leaning towards the order their written in. That would seem about right.
