Jiraiya said minato basically taught himself, jiraiya left half way in nagatos training plus the fact that rinnegan enabled nagato to master everything even says it in the manga. Naruto? Lmao come on, orochi even tsunade>> jiraiya.

Being a sensei isn't about just getting your student to be strong, what Jiraya did IMO was more important(which is why I would put Gai at #2), he taught them how to be better shinobis not to mention he stayed behind to teach Nagato when he didn't have to....also he taught Naruto summoning, rasengan, Odama rasengan, etc. and we didn't really get to see what he did with Minato also don't remember too well the episodes with him teaching Nagato and co.
