He left his barrier without SM when he had a frog attached to him.
You said you're going by the databook so, put Jiraiya next to Itachi.
He has the rank of 35.5 too.

I made this list after I studied and review all characters ability

jiraya is strong but he's between top10~top15 .
Naruto in databook is 26 while sakura is 26 too but I didn't
Put her with naruto ..
I put itachi in number 3 because of his solo ability which is beyond imagination
