Hokage is always the strongest. That is the law of the Kage. Same way how its set up...

Currently the only one rivaling the hokage is the 3rd generation kage onoki.. that is it.

No, no, no... I'm not sure if Tobirama can beat Muu and Trollkage, Hiruzen can't beat the 3rd Raikage and Tsunade can't beat Gaara or Mei (not that she needs to, she's support)
