Who is stronger?

jiraiya is potentially the stronger one if he enters sage mode
-he can counter tsukuyomi by simply not looking with his eyes and letting his sage mode senses do the job of perception
-can counter amaterasu with SM perception and speed evasion
-can evade susanoo attacks,tire itachi out and win
this is all based on a scenarion where jiraiya is already in SM.....if the fight starts with him in base itachi wont give him the time to enter sage mode and will one shot him with amaterasu or tsukuyomi...or with totsuka blade if jiraiya decides to start the duel with his giant toads

Depends on the situation. Itachi would beat Jiraya in a straight fight, but probably would have done worse against all 6 peins. Jiraya is better suited to drawn out fights, Itachi is better suited to quick fights where he overwhelms the opponent.
