who is stronger without their special ability?

Well naruto has SM, that counts right? since his especial ability is most likely BM. Gai and lee, their especial ability is the gates but they are pretty good without them. Sasuke has shown some impressive things without having to use the sharingan but most of those were when he had CM. And that's it, I think.

I think in terms of base abilities, Itachi is the best.

He has the fastest jutsu speed, finger genjutsu, and really good taijutsu and weapon usage.

Plus he's smart. Kakashi is about tied with him, I'd say.
