Being stronger than Kaguya is not the problem. The issue is actually defeating her. No one can technically defeat her 1v1, so in that sense Kaguya is stronger, but in terms of putting on a fight, there are quite a few of them who can do that like Hagoromo, Hamura, Naruto, Sasuke, Momoshiki and Madara.
