Without the Kuuybi Naruto and Luffy are vertually the same. Haki does the same thing as sage mode more or less. He can react and respond to things much faster while being more powerful at the same time. The ability to knock others out with weaker will would not help him though.

Also to your other post why did you even compare when you haven't even watched Bleach or One Piece I think you should go read both Manga's before making a decision.
