True, but it all depends on the level of Tsunade's regeneration and the pH of Mei's acidic mist.
Given that Mei is a long-ranged fighter, which a technique that makes Close-range fighting impossible, it'd be impossible for Tsunade to come out on Top (giggedy.) in any scenario.
There's also the fact Mei can just straight murk Tsunade with Lava release if she gets close.

Ehh. . I could see Tsunade beating Mei at a high difficulty in a One versus one. Mainly due to a bad match up.
But, overall? I'd say Mei is the better fighter/worse opponent to be matched up with.

Given that she can also use Zabuza's hidden mist Jutsu that makes any notion of blitzing invalid. How can she dodge Yonton if she is running strait at Mei? And the potency of Boil release is nothing simple to heal from.
A moot point, science can't always be applied in this manga. Zabuza was able to create and maintain a similar mist in a multitude of locations, not even needing it to be near a body of water for it to activate, yet is still able to maintain its cloak.
I think having a bloodline technique that doesn't work outside would be pretty lame, considering her ancestors would of had it at a time when they didn't have access to housing or other commodities.
I honestly have to go with this answer.Ugh, I feel like it could go either way.
