i´m saying kakashi, but only in theory
because in a sparring-match (and thats pretty much the only situation i can think of without edo in which they fight) kakashi wouldn´t use his kamui on guy
in reality, without kamui, they are equal

Kakashi has Kamui in his arsenal now. he is actually better at using it than obito as he can suck stuf in without having to touch the person/object. And he can also hide himself in his little world. Also mangekyo can follow faster objects that a normal sharingan can't and Kakashi can keep using his kamui for quite a lt of times now as we've seen in the manga war arc. Although Guy can open the seventh gate and use hirudora it is for a very short period of time and kakashi can suck it in or suck himself in leaving Guy helpless and tired. So, Kakash can definitely beat Guy.
