I don't know who could be stronger (leaning more to Naruto) but i definitely know who improved more.

With the abilities of all tailed beasts plus ability to use all elements his potential is almost infinite, Sasuke can only master whatever other rinnegan ability has been shown. Naruto has the ability to manipulate sand Gaara style, Spit out balls of lava and acid, steam punches could also be improved to be like 3rd raikage style with the ability to destroy people with only a few fingers. Ink from the Hachibi, the two tails blue fire, the three tails genjutsu, the seventh tails (whatever ability it has) and of course the kyuubi which has been with him all along but now that he apparently has full kurama who knows what else he could do. He could probably learn any jutsu.

Now this is a good question, Naruto's strength has increased by two fold since the other half of kurama joined back while sasuke has lost all the massive temporary bijuu chakra, they went back to where they wanted to be.

Simply put he now has no answer for giant senjutsu rasenshurikens and would lose.

Naruto is better. He has all 9 bijuus and rikudo mode, shushin and has mastered all the elements with hell lot of other jutsus [it says so in the databook]. While sasuke has mastered the rinnegan, all the elements and other jutsus. But naruto has more knowledge on the rinnegan's abilities than sasuke has on his rikudo mode so naruto wins mid diff if any diff at all
