Kakashi- came up with the strategy to defeat Kaguya, discovered pain's ability, figured out kamui, etc...

Shikamaru- very smart in battle, came up with strategies to defeat enemies in war, hokage's advisor, etc...

I think kakashi is.

It all boils down to how well you can hold your own with an unknown opponent. Kakashi has done than a good number of times, so has shikamaru with hidan and kakuzu, and during the war.

If you say smarter? then shikamaru takes this.
Hashirama has more experience in battles and war than naruto, but naruto is currently stronger...see my point?

These who's smarter debates are too taxting to have. Kakashi has the tatical mind, feats and experience. While Shikamaru has both a tatical mind with feats but doesn't nessiarly have the experience that can equate to Kakashi's.

Shikamaru. Didn't he devise the plan to fight hidan and kakuzu? In a battle kakashi can think quick on his feet due to experience but shikamaru is sure to have that now and his pre fight strategy has always been greater.
