smart can be defined in many ways.......

Sasuke hands down. Madara was a smart dude, but his cockyness was his ultimate downfall. Sasuke analyzes things similarly to Itachi so Sasuke for sure imho.

Sasuke's analytically superior and now that he knows backstory about Hagoromo and Kaguya, he's technically equal to Madara in historical knowledge, which is where Madara shines. So with that being said, Sasuke is "smarter".

Sasuke's better at analyzing/battle smarts and is at least equal to Madara in NV lore.

Madara, however, is a much better schemer. Grand master planning is Madara's specialty. He also seems more knowledgeable about different techniques.

Overall, i'd say Sasuke, though not by much.

Yeah Madara is more of a master manipulator, Sasuke is a master strategist
