One could argue about Oro and Shikamaru beeing on the same level with the only difference beeing that orochimaru doesn't care about moral at all and one could also argue about the position of shikaku and shikamaru to be swapped or equal, but in the grand sheme of things this comes very very close.

On that list? By feats Shikamaru, hands down.

However given age, Shikaku and Orochimaru should both be smarter than him as Shikamaru hasn't lived as long yet and lacks experience. Even in formulating a plan experience can help you make a better one.

Orochimaru has also done a lot of really idiotic things, for example facing Itachi twice and losing both times in an instant.
