So if he's not gaara's it would be between temari and kankuro.

Temari going to the leaf is the whole reason gaara got married in first place, due to shikidai potentially having claim to the kazekage title and that be to much power for leaf.
Kankuro said he didn't want to get married because of being anbu etc

Bloodline traits are in clans; clans have more than one person or one family normally(all the magnet release users). He could be from Gaara's clan and have magnet release with being directly either Gaara, Temari, or Kankuro's biological kid.
