Who is Rick Grimes right hand man?

But people say that Daryl cant be the right hand man because he cant lead the group like how Rick does and that Daryl is just the hunter/tracker etc.

It was never Glenn. It's been Daryl for quite a few seasons. He's even made a point to call him his brother, which pretty much says it all.
