Okay, I don't know how it goes in your country but in mine, we have 4 exams in a year, so maybe that's the case. And also Sasuke is just a month older than Naruto so yeah, same class.

Sasuke is older, just like Indra was the oldest. Since Naruto did not have parents, he was place under Hiruzen care, and in order to not let him go out of control, he grow up pretty much in the academy. Keeping Naruto in the academy was a way for Hiruzen to keep an eye on him, and Naruto may have been considered as student earlier. This is how I understand him.

Sasuke is a few months older. The only explanation why he is still studying with Sasuke and the rest of his age if he failed the exam twice was that everyone else also failed it twice. ​
